The College of Law at the University of Sharjah, in collaboration with the Sharjah Electricity, Water and Gas Authority (SEWGA) organized a specialized academic seminar on the legal framework governing judicial and administrative enforcement powers under UAE legislation.

Titled “The Legal Framework of Judicial and Administrative Enforcement Powers in UAE Legislation: An Applied Study of Sharjah Electricity, Water and Gas Authority Inspectors,” the seminar brought together faculty members, legal specialists and representatives of SEWGA. It aimed to strengthen legal awareness and examine the legislative frameworks governing inspection activities and field oversight. The program opened with a presentation by Dr. Hamoud Tannar, Associate Professor of Administrative Law at the College of Law. He addressed the status of judicial enforcement officers and SEWGA inspectors, outlining the nature of their functions and their administrative and legal powers.

Dr. Hussein Askar, Director of the authority’s Subscriber Services Department, then discussed offenses involving assaults against authority employees while they are performing their official duties, as well as the legal protections afforded to them.

Dr. Khaled Daggani, Associate Professor of Criminal Law at the college, examined offenses against public funds connected with the services provided by the authority under UAE legislation, including the deterrent penalties prescribed for such violations. UAE criminal-procedure legislation provides that judicial police officers detect offenses, identify alleged perpetrators and gather information and evidence necessary for investigation and prosecution.

The seminar concluded with remarks by Dr. Mona Al Wasmi, Associate Professor of Criminal Law, who highlighted the powers of judicial enforcement officers and authority inspectors to document violations and refer them to the competent authorities in accordance with approved legal procedures.

The event featured extensive discussion and participation, underscoring the importance of strengthening academic and practical cooperation between educational institutions and public-service authorities. Participants also emphasized the need for sound application of judicial-enforcement functions to safeguard public funds and protect essential facilities in the emirate.
