UAE Ministry of Finance and University of Sharjah Cooperate in Open Data and Financial Data Analysis

The UAE Ministry of Finance and the University of Sharjah (UoS) have signed a memorandum of understanding to deepen strategic collaboration on open data and financial data analysis, aiming to improve fiscal policy development. The agreement, inked at the Ministry's Dubai headquarters by H.E. Younis Haji Al Khouri, Under-Secretary of Finance, and H.E. Prof. Esameldin Agamy, Chancellor of the University of Sharjah, promises to exchange expertise and best practices, aligning with the UAE's push for innovation and financial sustainability. The signing ceremony was witnessed by key figures from UoS, including Prof. Nouar Tabet, Acting Vice Chancellor for Academic Affairs; Dr. Salah Taher Al Haj, Vice Chancellor for Community Affairs; Prof. Ilhan Ozturk, Dean of the College of Business Administration; and Dr. Asmaa Nusiri, Director of the Center for Continuing Education and Professional Development, and notable figures from the Ministry of Finance, including Ms. Izza Al Jassmi, Director of Government Communication, and Ms. Hanadi Al Ali, Acting Head of the Strategy and Future Department.

Strong National Partnerships
 Prof. Agamy described the partnership as a natural extension of Sharjah University's mission to link academia to government. Far from merely training graduates, he said, UoS positions itself as an active player in crafting solutions and policies through applied research that serves national development priorities. This alliance exemplifies how academic knowledge can meet governmental needs, bolstering decision-making and institutional performance across the UAE.

The University, Prof. Agamy emphasized, prioritizes practical scientific research to serve society, backing national initiatives that harness digital analytics and open data to tackle developmental challenges. Collaboration with the Ministry offers students and faculty real-world research opportunities with tangible impact, honing their skills for the job market and cementing the University's role as a leader in national responsibility and sustainable development.

Pioneering Innovative Financial Solutions

Under-Secretary Younis Haji Al Khouri said the memorandum with the University of Sharjah reflects the Ministry's commitment to strategic academic partnerships as pillars of governmental innovation and knowledge-based fiscal policy. This alliance exemplifies advanced public sector-academic integration, harnessing research and modern technologies to analyze financial data and forecast trends, thereby enhancing policy efficiency and adaptability to global economic shifts.

He added that the Ministry continues building a comprehensive financial data management system grounded in transparency, openness, and innovation to advance the UAE's digital economy and fiscal sustainability. Collaboration with UoS will produce high-quality studies and deep analyses using open data, delivering strategic insights for policymakers while building national expertise in data analysis and financial auditing. This initiative fosters an institutional culture of innovation, opening doors for students and researchers to actively develop creative financial solutions that serve the nation's comprehensive development.

Forecasting the Financial Landscape

The memorandum establishes a shared framework centered on open data analysis to produce research studies and reports covering fiscal forecasting, legislative impact assessment, benchmarking, and gap analysis, all to refine government accounting standards and policies. Cooperation will extend to data hackathons and specialized workshops to spur innovation and data utilization, alongside student project support, financial literacy campaigns, and advanced analytics models and dashboards that elevate fiscal transparency.

This agreement deepens integration by engaging academics and researchers in crafting data-driven innovations, while giving ministry staff opportunities to join advisory committees and shape curricula. Such synergy aligns educational outcomes with labor market needs and builds skilled Emirati cadres in financial analysis and data handling.

The agreement also mandates periodic reviews to gauge the impact of joint initiatives, develop effectiveness metrics, and ensure optimal results with room for continuous improvement. It includes collaboration on sophisticated analytical models to enhance the quality of government reporting.
